Rodney Graham, Francis Covey TOWN MANAGER – Jacqueline Hhiggins L. Hebert called to order the Selectboard meeting at 7:00pm. Announcements: None Visitor’s Comments: (maximum of 3 minutes per person, per topic) None Review & Approval:
Reports – Manager Report The Whitcombs have signed the easement for Young Road and it has been given to the Town Clerk for recording. Agreement with Charlie Carrier is done, and Charlie needs to pick it up from the attorney. The State has said it is not responsible for the ledge issue on RTE 64 by the bridge by C. Beattie’s. L. Hebert said it would cost $1500-$2000 to take care of the issue. R. Graham made a motion to hire someone to remove the ledge with a maximum obligation of $2000, seconded by F. Covey, and so voted with L. Hebert abstaining. A few years ago the Town entered into an agreement with L. Safford about the Class 4 road section of Getz Road. The Town did everything they were supposed to do but L. Safford hasn’t completed his portion. He has run into problems with a piece of ledge. L. Safford had a few suggestions on how to circumvent removing the ledge. The Board said that they would like to table the issue until they can go look at the area in question. A meeting has been scheduled for Friday, November 25, 2011 at 3 p.m. L. Hebert asked about culverts & ditching on Mtn. View Development. J. Higgins reported it is on the schedule for next year. R. Graham asked about the washout at the entrance of Bailey Road. J. Higgins reported it was on the schedule to be completed this week. HIGHWAY – Work completed in past two weeks. Replace a culvert and install a new culvert on Graham Road. Clean culverts on South Hill. Check and clean culverts and put up whip it stick markers Replace missing signs Ditching Falls Bridge Road (intersection of Rte 14 up to the first house on the left) Grading of Hebert, Rood Pond Road and Pleasant Street 2000 yards of stone screened Work Scheduled for next two weeks. Repair Carpenter Road Stockpile Stone Shoulder Work on newly paved roads. Industrial Lane – replace culverts and ditching Unfinished Business None New Business: J. MacDonald from Second Springs came to discuss with the board the possibility of expanding the license from 14 patients to 22 patients. This is due to the state hospital in Waterbury not re-opening since Tropical Storm Irene flooded their complex in August 2011. He wants the facility to stay as a recovery center not an acute psychotic facility. F. Covey stated that when Second Springs first wanted to open it was a fear of the unknown that brought hesitance from the town, and that at that time the Town was told they would never increase their license over 14 patients. Visitor’s Comments None Around the Table: R. Graham asked when budget preps were going to be done. J. Higgins reported that letters have been sent to all departments to have their budgets in by December, and that we should be able to get started at the next meeting. F. Covey – Would like to see more roadside brush removal. J. Higgins reported that plans are in the works and that the town has been divided up in grids and work will be done, grid by grid. L. Hebert - nothing. B. Ashe - Thanked H. Duke for his work doing the bank reconciliation. B. Ashe reported that they have the Town Audit in hand but hasn’t had a chance to review it yet. B. Ashe also read a letter from G. Murray stating that the ambulance is participating in the Toys for Tots program this year. Drop boxes will be set up around town for unwrapped toys, clothes, and gifts for children. R. Graham asked about the possibility of donating some of the left-over Fire Department t-shirts. EXECUTIVE SESSION – LEGAL ISSUES R. Graham moved to go into executive session at 8:25 p.m. to discuss legal issues, seconded by F. Covey, and so voted. B. Ashe moved to exit executive session at 9:20 p.m., seconded by F. Covey, and so voted. No action taken. Adjourn B. Ashe made a motion to adjourn at 9:20pm, seconded F. Covey, and so voted.
