Hebert called the meeting to order at 7:00p.m. B. Duquette thanked the Board for their help. L. Hebert extended their gratitude back. R. Graham made the motion to reclassify the lower section of Young Road, from Gilbert Road up .38 miles more or less, from a Class 4 to a Class 3 road, contingent on getting easements signed, seconded by B. Ashe, and voted in the affirmative. Water/Sewer Commissioners L. Hebert called to order the Water/Sewer meeting at 7:05p.m. 1. Abatement request of interest & penalties – Sharon White. R. Graham asked if we follow the same law as for property tax which does not allow a municipality to abate just penalties & interest. J. Higgins said that is correct. B. Ashe made the motion to deny the request, seconded by R. Graham, and voted in the affirmative. 2. Mtn. View Booster Pump replacement bids. Four bid requests were sent out and we only received one bid in and it was from E. Benedini for $14,400. This does not include electrical work which will run approximately $5,000. There are funds in the water fund to pay for this. A. Chouinard noted that it is a more efficient pump and should save money in electricity costs. To repair the old pump it would cost approximately $3,000 less than a new pump and it would not be as efficient. R. Graham made the motion to accept the bid proposal from E. Benedini, seconded by B. Ashe. R, Graham amended the motion to include the $5,000 for the electrical work, seconded by B. Ashe, and so voted. 3. Water meter replacement. We received a proposal from Metron-Farnier for a new meter and register, less the scrap value of the old meter for $3,600.00. The new meter will work with our low flows. B. Ashe made the motion to accept the proposal from Metron-Farnier for a new meter and register (One (1) new E2800D water meter & One (1) new innov8 register with configurable pulse output), seconded by R. Graham, B. Ashe amended the motion to add that Metron will provide installation service, will cover the cost of shipping to the site, and will also remove the old product, install the new meter and connect the pulse output to the 4-20mA converter, seconded by R. Graham, and so voted. The time frame will be approximately 4-6 weeks. R. Graham made a motion to exit the Water/Sewer meeting, B. Ashe second, and so voted. SELECTBOARD MEETING L. Hebert called to order the Selectboard meeting at 7:20pm. Announcements: None Visitor’s Comments: (maximum of 3 minutes per person, per topic) B. Watson from the Historical Society came to discuss the hose cart that the Board had given to Chris Eaton a few years ago. C. Eaton has approached the Historical Society about donating it to them. The hose cart does need to be refurbished. E. Everheart offered the assistance of VTEC to look at it. B. Watson said she would love to see the item at the Historical Society but wondered if there wasn’t a better place for it, i.e. the fire station. Review & Approval:
Reports – Manager Report The paving has been completed and AOT will do the striping. District 4 AOT cleaned out both sides of the culvert on Route 14 by Paige Emory’s residence, and they are applying for Federal permits to dig all the way to the river. J. Higgins noted that there is a town calendar on the town website, and that local groups can contact her to get a password to add events to the calendar. It was reported that the tree by Soucy Lane has been taken care of by the state. The dry hydrant on South Hill was to be flushed out by the fire department, but she hasn’t heard back. R. Graham stated that he thought the elbow was cracked. HIGHWAY – Work completed in past two weeks. Finished sand pile Grading – McCarthy Road, Hebert Road, Flint Road, Gilbert Road, Lambert Road, Sunnyside, Cold Springs and George Road Young Road top coat and 3 culverts replaced at intersection of Gilbert and Young. Ferno Road Catch basin cleaned out and trees and brush cut. WinterTruck Maintenance. Gilbert Road repair at intersection of Graniteville Road. Replaced Culvert on Gilbert and ditched Gilbert Road. Work Scheduled for next two weeks. Replace a culvert and install a new culvert on Graham Road. Clean culverts on South Hill. Check and clean culverts and put up whip it stick markers Replace missing signs Industrial Lane – replace culverts ditching Ditching Falls Bridge Road (intersection of Rte 14 up to the first house on the left) T. Bailey asked about the grant for the Flint Rd culvert. J. Higgins reported that she has a FEMA meeting on 11/10/11, and that paperwork needs to be in January. Unfinished Business
W. Roberts reported that he went to a meeting on how this would work and he recommends not pursuing it any further as he feels it isn’t worth it. New Business:
J. Higgins presented the Board with a memo from the Listers requesting to make the following changes to the Grand List: Parcel ID 009/075.01 – Carrier, Charles & Linda – As a result of a change in ownership a new current use application was not filed in a timely manner. The new exempt value was just sent to the town by the state. Prior exemption $0, Current exemption $27,300, reduction to Grand List $27,300. Parcel ID 005/018.00 – Mailloux, John & Susan – Current use exemption reduced because 50% of income is not derived from farming. Previously exempt buildings are now taxable. The corrected exemption was just sent to the town by the state. Prior exemption $34,900, Current exemption $17,100, increase to Grand List $17,800. B. Ashe made the motion to accept the changes as listed, seconded by R. Graham, and so voted. Visitor’s Comments 1. K. Lott from the Northfield News asked if we had heard any rumors that Second Spring was going to try and increase their license to have more patients. The Board hasn’t heard anything. 2. T. Bailey asked what it cost to rent the excavator for the summer. L. Hebert replied that we used one on and off but not for the whole summer. Around the Table: R. Graham asked how many cemetery commissioner seats need to be filled. J. Higgins reported there were 2. R. Graham asked about getting a committee together to work on the new fire station. He also asked when budget preps were going to be done. J. Higgins reported that letters have been sent to all departments to have their budgets in by December, and that we should be able to get started at the next meeting. B. Ashe - nothing. L. Hebert - nothing. EXECUTIVE SESSION – LEGAL ISSUES R. Graham moved to go into executive session at 8:00 p.m. to discuss legal issues, seconded by B. Ashe, and so voted. B.
