VISITOR’S COMMENTS:

Becky Watson –
The Williamstown Historical Society is having a New England Fiddler’s event on Monday, October 10, 2011. Many improvements have been made at the Historical Society Building, including the donation of a stair lift.

Ms. Watson requesting an organized community calendar for use that would eliminate double booking nights for meetings and events.  Jackie Higgins will coordinate with Ms. Watson on the creation of a calendar.

Paige Emery –
VT Rte. 14 South of the Chelsea Road has had an increase in flooding due to culvert under Rte. 14 being full of debris and the spillway for this culvert unable to take the water.  Jackie will work with Ms. Emery on contacting AOT on this issue and will also send a letter explaining the issue.

Al Day – Asked about Junkyard Ordinance status. Hebert explained that town is assigned to approve permits to open. The Selectboard follows the state laws for Junkyards and the most recent ordinance would be dated around middle of 2010.

REVIEW & APPROVAL:

Graham made motion to approve warrant SB120 and payroll warrants for 9/1/11 to 9/24/11. Covey seconded the motion.  
Graham questioned amount for mulch hay invoice from Farnham Livestock.
Motion approved.

Graham made motion to approve 9/19/11 Selectboard minutes. Covey seconded the motion.
Motion approved.

9/6/11 Selectboard minutes were not corrected.  Graham made motion to table 9/6/11 minutes until the next Selectboard meeting.

TOWN MANAGER’S REPORT:

Highway Work Completed in last two weeks:

    Falls Bridge Project Completed.
    Flint Road Repairs Completed.
    Grading – Chelsea Road, Baptist, Menard, Winchester, Lighthouse, South Hill and Graham Road.
    Ferno Road Ditching.

Highway Work Scheduled for next two weeks:

    Grading – Tower, Pleasant, McCarthy Road
    Ditching Ferno Road, Malony Road
    Maintenance Truck #4 and winter maintenance (attach plow frames, tires, etc.)
    Young Road
    1000 yards of sand left to put up – screen sand

Request by Charles Sandlin to be appointment to CVSWD.  Higgins to ask Mr. Sandlin to next Selectboard Meeting. No action taken.

Town Clerk request to turn over delinquent dog list to Justin Pickel, Animal Control Officer. Motion made by Graham to turn over delinquent dog list to Animal Control Officer. Bill Ashe seconded motion. So moved.

VISITOR’S COMMENTS:

Chris Peloquin –
The Selectboard Meeting minutes have always been taken by the Administrative Assistant. The Selectboard has a budget for someone to take the minutes and this person does not have to the Administrative Assistant. Feels that this person is getting paid twice for the service as the minutes are typed during regular business hours. Would like the Selectboard to consider what is in front of them at this time.

Horace Duke, Jr. –
Rte 14 and Soucy Road tree issue. Would like to know whose problem it is VAOT or towns.

Alvin Day – Suggest that Granite Staymat works better and does not know what the cost is to purchase. Maybe the Selectboard could try it out in a test area. Hebert stated that it has been used in a couple of areas. There are issues when it is first put down.

Bob Cleaves – stated that the Staymat was not great in the beginning, but once it worked in with other material during grading it held up very well.

Mike Sprano –
Asking what the status on the new truck is. Is it scheduled to be replaced this year?  Higgins stated that it is on for replacement this year. Hebert was under the impression that it was being held off on.

AROUND THE TABLE:

Francis Covey - On Graniteville Road the guardrail is folded around flat and needs to be fixed. Stone Road sign missing. Peloquin stated that many signs are missing and need to be replaced.

Bill Ashe – Asked if meter conference call has been scheduled. Higgins stated no word from Dubois and King as of today. Asked about audit status. Cleaves stated that wrapping up audit and should have realistic numbers by first meeting in November.

Larry Hebert – Hydraulic study needed on Flint Road culverts. Also need study done on Gilbert Road and Winchester Road. Higgins will look into having study done.

Graham made motion to enter executive session to discuss legal issues. Ashe second. So Moved

Covey made motion to exit executive session. Ashe second. So Moved.

Covey made motion to proceed with legal action against Alvin Day and family on illegal water/sewer hookup and to have Judge declare ownership of 2290 VT Rte. 14 property (The Shop). Ashe second motion. So moved.

Selectboard signed contract with Town Manager Jackie Higgins.

Ashe made motion to adjourn at 8:55 p.m.  Covey second. So moved.
