At 7 p.m. L. Hebert called to order the September 19, 2011 Williamstown Board of Water/Sewer meeting.  F. Covey called a motion to start, R. Graham second.  
  1. Update existing water line map, create a new sewer line map.

H. Duke said back when the water ordinance was written there was discussion about the water service lines and a sewer map was discussed with Stan Cornielle at that time.  He would like to know if the Board would like to have this done and also update the water map with Oxford Terrace added.  L. Hebert said the original map they have now goes back to 1970, so it would be good to have a current map.  F. Covey said there is an up to date water service map, but the sewer map is non-existent.  L. Hebert said it would be a good idea to have the maps.  B. Cleaves mentioned that it would be a good idea to check with Simon’s first.  L. Hebert also suggested contacting Bernie Smidt.  H. Duke will check into how much this would cost.  K. Lott said that Northfield’s Patrick Hennessy just did this and would have an idea of what some of the costs would be.

R. Graham motioned to exit Water and Sewer at 7:08, F. Covey second.  Motion passed by voice vote 5-0.

REVIEW AND APPROVAL OF WARRANTS:
L. Hebert asked for a motion of approval for the warrants.  R. Graham moved to approve SB118 and SB119, payroll 8/28 to 9/10/2011, F. Covey second.  R. Graham asked what is a water wetter.  F. Covey said it’s a chemical used for water.  J. Higgins said it’s for the Fire Department, something to do with foam.  B. Ashe asked if all the bills were in for Falls Bridge, and would like a breakdown of all the charges.  J. Higgins said that the top coat is being done this week and would provide a list at the next meeting with a total for everything.
Motion passed by voice vote 5-0.  

APPROVAL OF MINUTES:  F. Covey made a motion to approve the September 6th minutes, B. Ashe second.  B. Ashe offered an amendment to table the September 6th minutes until changes has been made, F. Covey second.  All were in favor 4-0, R. Graham opposed.

MANAGER’S REPORT:
Paving bids were sent out to four different companies.  Blacktop sent in one for $79,980 to do Robar, McLean, Seaver, Cogswell and Graniteville Road, Pike’s bid was $48,375 for the same work and two companies declined.  J. Higgins said the October 15th deadline is in the proposal.  B. Ashe asked for a motion to accept the bid from Pike, F. Covey second.  Motion passed by voice vote 5-0.  

J. Higgins scheduled a hearing on 11/7 for the upgrade of Young Road to a Class 3 road.  J. Higgins spoke with Tom Anderson, AOT, about the brook issue on Route 64 near the bridge.  T. Anderson is discussing the project with engineers involved and will get back to J. Higgins.  J. Higgins met with Dubois & King today and will schedule a conference call in two weeks, with Jeff Tucker, Dubois & King, Chris Hodgson, Natgun, and Mark Shaley from Metron for the update on meter replacement.  The attendees will be J. Higgins, J. Tucker, Steve McKenzie, C. Hodgson, and a representative from the Selectboard.  B. Ashe asked if the Town attorney should be present, J. Higgins said not at this stage.  

Delinquent tax bills went out Friday and J. Higgins has received calls from people who said they’ve never received one before.  The Planning commission has a vacancy on the Board that needs to be filled.  Notice’s will be posted around Town.  The thank you notes went out Friday to all of the Irene helpers.  The Planning commission requested Wi-Fi in the Town offices so J. Higgins spoke to Craig from NEMRC and he said it would be around $500 for set up.  J. Higgins is now looking into doing the set up in-house.
  

The Highway work that was done in the last two weeks was: Chelsea road shoulders, grading on Rood Pond Rd., wash out on Quarry View Road, graded Henry, Clark, Weir, Birch, Boyce, Tripp Road, and Stone Rd., cleaned out the beaver dam again on Tripp Rd.  Fixed a wash out on Chelsea Rd., roughly 2000 yards of sand has been put up.  In the next two weeks they will be back at Flint Rd., Falls Bridge Rd., grading on Sugarhouse Rd., Pleasant St., Baptist St., Tower area, South Hill area and Riddell Rd.  F. Covey said that wash boards are still on Stone Rd. after they graded.  J. Higgins and Ed have discussed buying carbine blades for the grader they do a better job.  

T. Bailey asked about the shanks that hold the teeth in, that the Town bought earlier.  J. Higgins said the teeth are carbine.  She will check with Ed about where the shanks are.  L. Hebert asked about the legal work done for the turnaround easement on Young Rd.  The attorney has that information, J. Higgins has to look up and find out if there are any lien holders on that property before the Town can go forward.  R. Graham asked about South Hill, J. Higgins said they will clean out the culverts.  C. Peloquin thanked the Town Manager for the repairs on Rood Pond Road.  He mentioned that a utility truck is working there and they do a really good job of digging up the graded road.  He wasn’t aware if they have an agreement with the Town or even need one.

M. Sprano asked about work mentioned previously on Garden Street.  R. Graham said there hasn’t been anything done yet.  He also asked about the Charlie Carrier legal issue.  J. Higgins said that he hasn’t brought anything in yet.  T. Baily said that Flint road was narrowed where the cement blocks were installed and makes the road dip.  C. Peloquin brought up the problem with the beavers on Tripp Road.  F. Covey mentioned Dean Broyhill, from Northfield who does trapping for Beavers.  J. Higgins mentioned two people from Chelsea and Tunbridge, Karl McCullum and Brian Button.  L. Hebert said Bill Sprague drives right by there on his way to camp.  B. Ashe thinks it’s a good idea to have it done.

AROUND THE TABLE:
A. Stone said that maybe the person who does the mowing at the Town Hall can mow around the bridge and at Rachael’s garden.  The weeds are up around the guardrail making it hard to see coming into Williamstown.  L. Hebert asked J. Higgins to look into this.

F. Covey motioned to adjourn the Selectboard meeting at 7:55 pm, R. Graham second and motion passed by voice vote 5-0.

F. Covey made a motion to go into Executive session to discuss legal issues at 8:00 pm, R. Graham second. The motion passed by voice vote 5-0.
