MINUTES
PRESENT: Francis Covey - Chair, Stan Corneille, Chris Peloquin, Morris Lasell,

TOWN MANAGER: Ed Magee
GUESTS: Horace Duke, Al Day, Mike Sprano, Larry Hebert
ANNOUNCEMENTS: There were no announcements.
VISITORS COMMENTS: There were no visitor's comments.
PAYROLL WARRANTS: The motion was made by Chris and seconded by Morris to approve the payroll warrants dated 1/26, 2/02 and 2/09. The changes were made to the 1/26 payroll by Bob Cleaves.
CHECK WARRANT #2: The motion was made by Chris and seconded by Morris to approve Check Warrant #2. There was a lot of discussion about withholding payment to NATGUN for $24,736.13 to use as leverage with Dubois and King and then how that may not be fair to do. The motion was changed by Chris and seconded by Morris to approve Warrant #2 with the exclusion of payment to NATGUN. The question was called and the motion was defeated
2 yes 3 no. The motion was made by Stan and seconded by Art to approve check warrant #2 and passed 3 yes 1 no 1 abstain.
MINUTES FOR 2/4/08: The motion was made by Stan and seconded by Chris to approve the minutes with the following corrections: Page 1, Approval of Mintues: 3rd line, change Steve Sprano to Mike Sprano; Page 2, Unfinished Business, 3rd line change piping at not cost to no cost; Page 3, New Business. Page 3, 6th line through line 13 ending at "building, we would not own it. and change to The Post Office has fifteen days from today's date to decide whether to expand or move to a new place. After the written decision is made to the Town, there is a 30 day comment period.; Visitor's Comments, Al, 5th line change $14,000 fine traveling on that road to $14,000 fine traveling in Barre Town last week; Page 4, 1st paragraph, 6th line, change he wounded if we to he wondered if we; 2nd paragraph, 1st line, change Art asked for to Art Kramer asked for. The motion passed by voice vote.
MANAGERS REPORT:
The statute says that towns can charge $20 for a single truck, $70 for a fleet permit and transporting of a mobile home $40 per trip. There was discussion and Larry stated that the surrounding towns had all agreed to charge the $5 for single and $10 for fleet to make it more uniform. The motion was made by Morris and seconded by Chris to leave the fees as is but to include the $40 per trip for mobile home transport. The motion passed by voice vote.
Orange County will be giving out 5 violation notices and 1 ticket to people who are plowing or snow blowing snow into the road way.
Orange North Supervisory Union has been working with other schools to write a grant to help with implementing and writing procedures for reacting to a school Crisis. Ed will be working with them as well for Williamstown.
Ed received a letter from FEMA stating that the Federal share of the Flood repairs has been approved in the amount of $227,473.76. The State doesn't have any money for their share.
Ed requested an Executive Session to review Contracts.
UNFINISHED BUSINESS:
1. Al Day: Al stated that he felt the Mason's were misleading the voters with Article 11. He wanted the Selectboard to get a professional legal opinion on the article. Ed Magee read an opinion from Deb Markowitz that stated that the Mason's would revert back to the original 2005 voted article that the town had voted, if the article doesn't pass. After some more discussion on whether the article is legal or not, Morris stated that he felt this was something that needed to be discussed at Town Meeting not at a Selectboard meeting. Al stated he may get an injunction against the Town.
NEW BUSINESS:
There was no New Business.
AROUND THE TABLE:
ART: He reported that the Transmission that was put in the town truck is short lived. The Selectboard needs to decide whether to keep fixing it or get a new one. He feels it will make it through this winter. It is back in service at this time. Currently the engine oil leak is being worked on and will be back in service on Wednesday.
FRAN: There are more pot holes on Meadow Street than before and the town needs to figure out how the water is getting underneath.
STAN: He will resign as Health Officer effective on March 31 when his term is up. The town will place ads around town looking for interested people to apply.
CHRIS: Pot holes on Meadow Street are a big problem. The visual sewer alarm for the Mountain View Development has been going off since Friday. He thought it was being checked five days a week. He also wondered how the Amanicki Dog problem was doing and Ed Magee reported that it has been two weeks and no complaints. Chris also reported that he has been occasionally sanding and plowing Clark Road.
MORRIS: Reported that the ice rink in his yard is not usable as it is all water. Also, asked about the pot holes on Main Street.
VISITORS COMMENTS: Larry Hebert wanted to make sure that the Selectboard was aware of what the Town might be getting into in regards to Article 10 on the Town Meeting Warning. He hoped that there was more information on the facts on Town Meeting Day about bringing high speed internet, telephone and cable television into Williamstown.
Al asked about Tax Appraiser and Listers and what the difference is. He was told that Terry Knight was hired partially to clean up the CLT mess and is an appraiser and that the Town still needs the three listers.
The motion was made by Chris and seconded by Morris to adjourn the Selectboard Meeting and go into Executive to discuss contracts. The motion passed and the meeting was adjourned at 8:55 PM.
